PROVISION OF IT INFRASTRUCTURE SETUP FOR WOODLANDS NURSING HOME

Woodlands Health Campus is the first fully-integrated health facility in Singapore, comprising Acute and Community Hospital, Specialist Outpatient Clinics and an Intermediate & Long-Term Care (ILTC) facility. Ren Ci has been appointed as the operator to run the nursing home as well as senior care centre in the ILTC facility, making this our third nursing home facility after Ren Ci @ Bukit Batok St. 52 and Ren Ci @ Ang Mo Kio.

The project will require the successful vendor to supply, deliver, implement, test, commission and thereafter to provide hardware and software maintenance support for a period of 36 months from the date of system commissioning with an option to extend a further 12 + 12 months.

Interested vendors are require to provide the following information after registration:

  • Vendor profile and declaration form;
  • Non-disclosure agreement form

Briefing date will be informed after we have received these two documents.

Compulsory RFP Briefing will be conducted and RFP documents will be given out thereafter. Only shortlisted vendor will be invited to the RFP briefing.

PROVISION OF CLOUD-BASED HUMAN RESOURCE MANAGEMENT SYSTEM FOR REN CI COMMUNITY HOSPITAL;

Ren Ci Community Hospital (Ren Ci) currently uses an on-premise Human Resource Management System (HRMS) to manage its human resources (HR) processes such as maintenance of employee records, payroll, benefits (claims and leave) and attendance administration and learning management. As part of its on-going digitalisation effort, Ren Ci would like to enhance and automate all of its HR modules to optimise process efficiency, improve employee experience and data-driven decision making.

Ren Ci aims to subscribe to a cloud-based or Software-as-a-Service (SaaS) based System which will be a central data repository of nine HR modules and thereby supporting reporting and analytics.

 

• HR Core (centralised employee database including e-letter, e-Pfile and analytics)

• Payroll

• Claims

• Leave

• Attendance & Rostering

• Performance Management

• Learning

• Recruitment and On-boarding/Off-Boarding

• Manpower Planning

 

Vendors who meet the following criteria are invited to register their interest to attend the briefing:

PRE-QUALIFYING EVALUATION CRITERIA

1. Established System

  • The tenderer shall propose a ready system that supports all 9 HR modules, of which Payroll, Claim and Leave modules must be supported by the same system offerings.

 

  • The 9 HR modules are:
  1. HR Core (centralised employee database including e-letter and analytics)
  2. Payroll
  3. Claims
  4. Leave
  5. Attendance & Rostering
  6. Performance Management
  7. Learning
  8. Recruitment and On-boarding/Off-Boarding
  9. Manpower Planning

 

  • The tenderer shall not partner with more than one sub-contractor/3rd party vendor in offering the 9 HR modules.

 

  • The tenderer shall provide mobile app to enable users to perform self-service tasks anywhere and anytime.

 

  • Ren Ci reserves the right to award only selective modules to the Contractor.

 

2. Net Tangible Asset and Turnover/Sales/revenue

  • Net Tangible Asset (NTA) of $250,000 and average annual revenue/turnover/sales of $5 million by the tenderer.

 

  • No combination of NTA and average annual revenue/turnover/sales by tenderer and sub-contractor (if any) is allowed

 

3. IT and Security Requirements

The tenderer shall meet all mandatory IT and Security requirements listed below (items 1 to 8):

  • Network Security (Firewall, IPS, Anti-Virus)

The system shall provide for Intrusion Detection and Prevention, prevention of data hijacking, anti-DDos and regular patch management features to ensure the cloud services is secure and safe.

  • Two-Factor Authentication

The system shall provide ease of login with 2-factor authentication and the option of single sign-on.

  • Security Audit

The tenderer shall ensure that an annual security audit is performed. Eg, provision of SOC 2 report.

  • Comply to Data Privacy (Personal Data Protection Act (PDPA), General Data Protection Regulation(GDPR))

The tenderer shall comply to the Data Privacy such as PDPA and GDPR.

  • Measures on Data Protection, Data Encryption and Data Leakage Prevention

The system shall provide for Data Protection, Data Encryption and Date Leakage Prevention features to safeguard Ren Ci’s information.

  • Ability to Have Data Audit and Logging Function

The system shall provide data audit and logging functions for investigation of security incidents and post mortem analysis.

  • Ensure Appropriate Backup, Failover and Redundancy Measures

The system shall provide backup, failover and redundancy components for system reliability.

  • Data Exchange Using Flat File

The system shall provide for data exchange using flat file.

 

 

 

4. Past References

The tenderer shall provide past references in developing and implementing similar system in Hospitals and/or Community Care Organisations of similar organisation size (1000 users) or larger.

 

5. No non-performance of a similar contract, with similar value or higher for the past 3 years. 

The tenderer shall present at least 2 reference checks.

 

6. Locally based organisation with main operations and employees based in SG.

 

 

7. Free from Debarment

Tenderers that are debarred by the Singapore Government Ministries/Statutory Board shall not be allowed to participate in the RFP and shall not be considered for the award.

 

8. Attendance of Compulsory RFP Briefing 

Tenderers that did not attend a compulsory RFP briefing shall not be allowed to participate in the RFP and not be considered for the award.
